Updating a Payment Advice File

Introduction

Note: This process happens entirely outside of SCOPE and is not performed by WFPWorld Food Programme staff. It is included as a reference for WFPWorld Food Programme staff to understand what the FSPFinancial Service Provider does with the file.

Overview

A Payment Advice File contains the finalized information from an approved payment list. The financial service provider (FSPFinancial Service Provider) must update the Payment Advice File to record whether beneficiaries have received the entitlement or not. The Payment Advice File lists exactly which beneficiaries should receive the entitlement during a distribution cycle.

When a Payment Advice File is created, the FSPFinancial Service Provider will be sent an email containing two secure URL links for transferring the file: one link allows the FSPFinancial Service Provider to download the Payment Advice File, and the other link allows the FSPFinancial Service Provider to upload the updated Payment Advice File.

Note: FSPs that partner with WFPWorld Food Programme can also choose to send a Transaction Report instead of an updated Payment Advice File. This can contain similar information to the Payment Advice File. Since it is generated using the FSPFinancial Service Provider systems, a Transaction Report can be easier, faster, and more convenient for the FSPFinancial Service Provider. Why is Updating a Payment Advice File important?

The Payment Advice File is used by the FSPFinancial Service Provider to distribute cash to beneficiaries. Updating the Payment Advice File is essential to ensuring that the correct beneficiaries receive the correct entitlements.

What do I need to do before Updating a Payment Advice File?

Before the FSPFinancial Service Provider can update a Payment Advice File, the Payment Advice File must be created in SCOPE and emailed to the FSPFinancial Service Provider Representative. Check with your Country Office to confirm who is responsible in your country for performing these steps.

Instructions

To update a Payment Advice File, perform the following steps:

  1. Use the URL link provided in the Payment Advice File email to download the Payment Advice File.

  2. Transfer the funds to beneficiaries as instructed by the Payment Advice File.

  3. Open the Payment Advice File and enter success or fail (use lower case) into the Payment Status column in the Payment Advice File. success indicates that the entitlement was distributed to the beneficiary, fail indicates that the entitlement was not distributed to the beneficiary.

  4. Use the URL link provided in the Payment Advice File email to upload the updated Payment Advice File.
